And it is what the cable television industry industry wanted the right to do to you. For the cable subscriber, the practice can be intimidating. Still, there are those within the cable industry that regard this practice as acceptable. With our hectic lifestyle, we don't have time to study every advertisement that is stuck in our mailbox. This is where negative option option billing is so wrong. If the practice was allowed, our disposable disposable income would be nickeled nickeled and dimed to death. Some of you will remember that I was to address my own private member's bill last week. Instead I switched my time with Roger Callaway, the member from Samia-Lampton, in order that his bill to stop negative option billing would have the chance of being passed. It was evident to me last year when problems arose with Rogers Cable, and hundreds of people called my office, that people in Durham Riding didn't want negative option billing. That's why I supported Callaway's bill and offered my private member's time to get it passed quicker. The importance in getting it through the House fast is that lobbyists, particularly in Quebec, Quebec, wanted the cable television television companies to be successful. successful. They argded Callaway's bill would prevent new French programming from making it on to the airwaves. Let's be serious here. People People in Quebec don't want a bill for something they didn't order any more than you or I do. And this is an important point. The agricultural tour of four modem farming operations in Scugog on Friday, September 27th was a hugch success. I am How dare the media czars toy with this country's fragile cultural differences just to put money in their pockets. I was proud of my colleagues colleagues as each individual stood up in the House and courageously courageously voted to support the bill, and not the cable companies, companies, by a margin of 87 to 43. I was also pleased to speak in favour of another colleague's colleague's bill the next day. This bill is to stop criminals from profiting from their stories. It received the support of individual individual members and was referred to committee. All-in-all it was a good week for private member's business. Cable operators now say they will never again use negative negative option billing, at least outside outside the province of Quebec. I'm pleased the practice is now banned. I only hope our unelected Senate does not reverse reverse the will of the people. very grateful to the Durham Region Federation of Agriculture, Agriculture, the Scugog Chamber of Commerce and other sponsors for organizing this event. We visited the Ocala Winery Winery operated by Irwin and Alis- sa Smith, the White Feather Farms operated by the Shillings Shillings family, south of Port Perry, the Byersdale Beef Farm operated by Jim and Barbara Barbara Byers and the Vanlea Holstein Holstein dairy business operated by Richard, Lawrence and Ruby VanCamp of Blackstock. Each" operation was very modem, with large investments of money, knowledge and family family commitment. As part of each business presentation, these families spoke of the land and the environment as their primary business assets. Members of the Provincial Legislature, including myself, must always remember the importance importance of agriculture as our second largest industry in Ontario. Ontario. As the Member of Provincial Provincial Parliament for Durham East, I am very proud to represent represent such a rich and diverse region region of Ontario. GM Contract The C.A.W. Local 222 and General Motors of Canada are conducting contract negotiations negotiations at this very moment. These arc challenging times and no one can afford to be out of work. Having spent over 30 years as an employee of General General Motors, I am watching these negotiations with more than just a casual interest. The agreement reached will have far reaching effects on not only our local economy, but indeed other settlements across this province. Contracting out and hours of work appear to be the main issues. We must be competitive competitive in this global market. Those individuals at the bargaining bargaining table arc the leaders who best know the tough choices to be made. As the province discusses changes to the Employment Standards Act, I am convinced that what we need is more jobs, with stability stability and security of employment employment rather than larger wage settlements. Ontario Works Program The MPP's from Durham met with Chainnan Witty and all the mayors of Durham Region Region on Friday, September 27th. We discussed the Ontario Works program and other important important provincial issues like the GTA and the Crombic, "Who docs What Panel". It is very important to keep the communication open. Last week's decision of the Speaker of the House to resign was somewhat of a surprise but probably the best decision under under the circumstances, I believe believe that everyone is entitled to a fair hearing and should not be executed before their trial. However, this week the legislature legislature will elect a new speaker on Thursday, October 3rd. This is the only occasion members have a secret vote. With several several members from all three parties parties running for the position of speaker, it will he an interesting interesting week. As I think of how communities communities work, I naturally reflect on team work. Local pastor Dirk Zinner says the system will be used for instructional and inspirational inspirational programs originating from various locations around the United States and Canada. Pastor Zinner said a primary primary use of the equipment will be for "Discoveries in Prophecy", Prophecy", an intercontinental series of prophetic lectures which will originate from Orlando, Florida, from October 5 to November November 9,1996.
