Richards Staff Writer Permanent casinos and racetracks racetracks are the best locations for Video Lottery Terminals (VLTs), says a letter from the Niagara Region to Durham Regional Council. ••• The letter from Niagara, which is being, sent to all regional municipalities, municipalities, MPPs and MPs, warns that VLTs are considered to be the "crack cocaine" of the 1990s and Five phoney $50 and $100 bills have surfaced in Clarington, says the And it's not just Bowmanville businesses that are getting the phoney money. Harvey's in Courtice received a $50 bill for a purchase. That particular bill was passed "by someone with dark hair, in his 20s," said Inspector Ross Smith of 16 Division. The description is different from the one given earlier this week of an older white male with dark hair who spoke with an American accent. "We jiave had five bills in total show up in Clarington, and that's a lot for this area," said Inspector Smith. The inspector advises business owners to be suspicious of customers Also, earlier in the week, Inspector Smith noted if someone is suspicious suspicious about a bill, the recipient should examine the "feel" of the money. "A counterfeit dollar will feel smooth, not like a real one which has raised printing," the inspector explained. Also, "generally speaking, the clarity is not as good with a counterfeit bill as with a real one," he said. The best way to tell is to compare a real bill with a suspicious one. should not be placed in any other locations. The document, which was reviewed by Durham Regional Council on Wednesday, asked the municipality to support Niagara's stand. The Niagara resolution states: "there is widespread concern from provincial residents 'fearing the proliferation of VLTs into such establishments as bars, restaurants, bingo restaurants, bingo halls, charity casinos, etc'." It is also stated that "VLTs ... will prey upon the most vulnerable vulnerable in our society, the most desperate, desperate, the most addicted." But Durham's elected officials were wary of endorsing Niagara's opposition to the VLTs, noting that Niagara already has its own casino. casino. Oshawa Mayor Nancy Diamond advised councillors to think about the authors of the resolution. resolution. "This resolution is biased. On Wednesday, Feb. 26, Durham Region councillors voted 20-9 in favour of tossing the idea out. The fees would have been applied on Saturday, March 1. Councillors quickly voted on the rescinding motion, with many of the 'yes' votes coming from Oshawa representatives. Clarington Mayor Diane Hamre and Councillor Ann Dreslinski voted against rescinding the fee and Councillor Carson Elliott voted on the 'yes' side. Although there wasn't any debate on the matter, councillors did debate the entire issue five weeks ago, on Jan; 29. At that time, the motion to discard discard the fee hit a procedural glitch when the Durham Region solicitor discovered discovered council needed a majority vote of 17 or more to rescind the previous previous action. Oshawa councillor Brian Nicholson did not want to have a $2 transfer station fee to be applied because there are many residents in rural areas who do not have garbage pick-up. The transfer fee would not have been applied to regional householders taking blue box recyclables, leaf and yard wastes, white goods, tires, paints, hazardous household wastes, brush, batteries, drywall, scrap metal, and oil and oil filters.
