On July 15, 1996, we introduced a plan which meant that seniors with certain certain incomes would pay a $100.00. deductible as well as a dispensing fee of $6.11 per prescription. Unfortunately, the $100.00 fee did not cover a whole year. On April 1, 1997, seniors were asked to pay an additional $100.00. We have changed this so that the copayment copayment will now cover sixteen sixteen months from April 1, 1997 to July 31, 1998. I believe this change is in response to the seniors who inquired. Furthermore, from now on, seniors who enter the plan mid year will only pay for those months that they were entitled to the seniors drug benefit. I might add that Dr. Ann Phillips, a member of the Ontario Advisory Committee (OACHA) advised our minister, minister, "Ontario has the best drug plan in North America". The Minister of Education announced a new demanding curriculum for students from grades I to 8. The new curriculum curriculum for math and language language has been developed by educators and will put our Ontario children at the head of the class. Our new Ontario Curriculum replaces the Common Curriculum introduced introduced by the previous government government in 1995. Parents and teachers complained that the old curriculum was vague and too broad. Our rigorous curriculum curriculum combined with regular regular testing and standardized report cards will allow parents parents to understand how their child is progressing from year to year. Language and problem solving skills are important and we must have the best education for our children. The other subject curriculum is being developed and will be introduced later this year. Teachers will receive preparation preparation over the summer and during the transition period. It is my understanding that in the fall of 1997, the secondary secondary reform will be complete complete with an introduction in the fall of the 1998 school year. I believe the new collective collective bargaining legislation will be introduced before the summer recess. This week, the legislature will begin sitting sitting Monday to Thursday until midnight. I have been fortunate to have two co-op students assisting in our constituency office this past school year, Ryan Bones from Bowmanville High School and Mike Russo from Courtice High School. Both students have learned the importance of customer service, how to operate our telephones and computer systems systems as well as other duties like reading the local papers and following up on items. Confidential information at our constituency office is only handled by our permanent permanent staff. I must thank both high schools for allowing their students students to gain first hand office and political experience. Most importantly, I want to thank both Ryan and Mike for their very capable assistance. On their visit to Queen's Park, I am sure they enjoyed both the history of the legislature legislature and watching the government government ministers answering the opposition's daily questions. Next school year, we have another student and, for me, it is important to listen and watch the students mature in their skills and for us to understand what is important to our students first hand. Just some passing thoughts on the campaign: As I went door-to-door, it very quickly occtired to me that the potential potential destruction of Canada's health care system was an issue that loomed in people's minds. Although this is primarily a provincial government concern concern 1 believe we can enjoy better quality health care for less money. The fact is Canadians are one of the largest spenders on health care in the world. Peuple, are concerned that the provincial government is hell-bent on reducing health care spending without taking the time to measure the quality of service provided to Ontarians. , , ^Patients' must 'come first. Not the doctor's, nurses, "support "support staff or public service unions. Wé have to ask ourselves ourselves if patients are happy with access to the system. Are there better ways to operate our hospitals? Can home care and pharmacare be improved? As I said, it is not primarily federal jurisdiction. But, I told people I would host a health care forum where they could voice their views on the issue. I am now working toward a date to fulfill that commitment. commitment. Universal health care - not a system for the rich and another one for the rest of us - will prevail. How it is made to work and how quality should be measured must be left up to Canadians. Now that I have come full circle, having been elected twice, I have some observation on the frailty of our political system. Many people, and particularly particularly the media, like to throw around the term "accountability" "accountability" to describe what characteristic characteristic is most needed from elected officials. That's fair enough. But how do you get accountability from the media? They are the main expression of political ideas from elected officials to the public.
