The Canadian Statesman. Bowmanville, September 3, 1997 Is Canada Unravelling? Pace 5 There will always be provincial premiers championing championing provincial interests ahead of Canada's. It's the push and shove of Canadian politics. But we have to be careful that the demands of premiers do not become the precursor to Canada's disintegration. We are more than a collection collection of regions. I recall a comment comment one of my friends made about the make-up of this Parliament. She said it reflects the Parliament initiated initiated at Confederation. Upper Canada versus Lower Parliamentary Report by Alex Shepherd Canada, the West and the Maritimes. There's some merit to what she says. Since the June 2nd election there is only one national party and its strength comes from Ontario. It begs the question: Is Canada becoming unraveled? Is our national death immanent? immanent? Last month the provincial premiers met in St. Andrews New Brunswick for the 38th Annual Premiers' Conference. "rebalanced." He means more powers to Ontario. Mr. Harris went to New Brunswick armed with a report on how this could be accomplished but his provincial provincial counterparts shelved his ideas. Even conference chair. Premier Frank McKenna, said publicly lie is puzzled by the Ontario government's continued continued discontent over Canada's federal-provincial relations. I too am puzzled at Ontario's turnaround. Historically, Ontario -- the largest economy in the federation federation -- lias been the champion champion of federalism. Take a look at Ontario's restructuring plans. On the surface it appears to be a devolution of powers to municipalities and school boards. But, upon closer scrutiny, spending powers arc being concentrated at Queen's Park. How can one sec anything other than the break-up of the country when Ontario, the once pillar of federalism, is creating a political fieldom just like Quebec, Alberta and British Columbia. I can hear the alarm bell ringing. Why is it our children hear talk about powers or jurisdiction jurisdiction that should be given to the federal government? Why is it that our children arc taught a different Canadian history depending upon where they live? Education should be federal federal jurisdiction. It's blasphemous blasphemous to say that Quebec, a province where the federal government pours more money into culture than the Parti Québécois. The separatists separatists haven't spent a cent. Look at natural resources. Canada is the only country I know of where foreign negotiators negotiators can pit one province against another for import quotas on softwood lumber. Then we lose that business to the U.S. Can't we speak with a unified unified voice when we sell products products abroad? We're just creating creating petty competition between ourselves. Yet, the provinces push for the federal government to get out of the marketing of our products internationally. It's time for fundamental questions. Where is it the premiers premiers want to lake us and why? We understand political posturing. But, like the lemmings lemmings rushing to the cliff's edge in what leads to certain death, are Canadians willing to join the provincial premiers premiers in a march that will end with the death of our nation?
