Page 2 The Clarington/Courticc Independent, Bowmanvillc, Saturday, September 27,1997 Labor Laws are "Draconian" Councillors Warned Regional CUPE Spokesman Attacks Bill 136 The province is working working towards implementing what one CUPE Local 1764 representative calls "draconian labour bills." Don Stiles told Durham Region councillors on Wednesday morning, Sept. 24, because of pressure by the unions last week "the Harris government did blink and bow." Stiles said Bill 136, which was originally drafted to ban labour disruptions disruptions during the restructuring of Ontario's municipal, hospital and education sectors, is aimed at "taking away negotiated job security." Now the legislation would put an end to public sector strikes by declaring them to be against the pubic interest. Public employees are prepared to "raise their concerns" in a number of ways, Stiles told regional councillors. "This legislation pits worker against worker and representatives against the local municipalities," he warned. "The provincial government government is prepared to solve this on the backs of the most important resource they have -- the public employees," Stiles said. He added that those on the lower end of the pay ladder will be hit the hardest hardest by Bill 136 and the downloading. He said while the government government has committed itself to presenting the legislation legislation amendments to the unions' negotiators, they don't know how far in advance that would be. Oshawa Councillor Brian Nicholson observed, "this is government by ambush." /ClaHhgibnW^ghooj. B % Clarington Youth Centre Opens Soon From page 1 the centre. Three other Youth Council members are: Michelle Manson (Secretary), a student at BHS; Ashley Little (Committee Member), also a BHS student and Shawn Peterson (Recreation Director) who attends Courtice Secondary School. One of the first things the committee members have addressed is the meeting night. They have opted for Tuesdays at 4:30 p.m. with penalties for those who miss more than three meetings, said Harkin. Okc noted everyone has such busy schedules "it's hard to get everyone together at one time." But, once there is a full complement of members, everyone will have plenty to work on, says Ribeiro. She would like to see the centre "become a warm place for youth to go to. To be with friends, talk, find advice and be somewhere to hang out." Ribeiro noted the centre should be open to the youth before it gets really cold outside outside so they'll be indoors and "off the streets." As for parents and other adults, Ribeiro said, "hopefully "hopefully they will see it as a positive positive place for youth." One of the main concerns right now, is fund-raising. Terri Gray of the Clarington Project, one of the two non-profit agencies which shares office space with the centre, is hoping to go into a joint partnership for big ticket items like a big screen television, in order to take part of the burden off the youth council. Local organizations and individuals who want to sec the centre succeed and would like to donate money to it, are asked to contact the John -Howard Society at 623-6814. And local youth wanting to be a part ■ of the Youth Council may also contact the members through the society.
