Some of the debate during this fall's municipal election election campaign could focus on Clarington Hydro and restructuring issues that may affect it. There are two issues that could significantly affect the operation of Clarington Hydro. The First is municipal restructuring. Amalgamation of electric utilities could occur if municipal government restructuring is effected in Durham. Clarington Hydro has participated in two studies that have identified benefits that would be derived from local utility restructuring. Restructuring The other issue is restructuring of the electric industry industry to allow for more competition. The Macdonald Committee report recommended that there be an end to Ontario Hydro's monopoly. The Commission believes that over the long term, such industry restructuring will mean lower electricity costs for ratepayers. During the last term of Council, councillors were faced with two decisions related to Clarington Hydro.
