School Board Budget Unlikely to Get Approval Before September From page 1 guidelines for classroom expenditures, three years ahead of the province's schedule." With this recommendation, recommendation, the Committee of the Whole Board is maintaining maintaining current programs and services for September, 1998, subject to the committee's committee's current understanding understanding of the funding model. This approval recognizes recognizes that the funding model is subject to signifi cant revisions in the coming coming months, and that a formal formal budget can only be approved this fall once changes to the funding model are known. "The recommendation to approve a budget in September sends an important message to the system that programs and services, for the most part, are in place for the start of the school year," says Mr. Savage. Fire Department Going Door-to-Door for Safety Checks in Summer From page 1 People who complete these evacuation plans can get a stamp of approval later at Fire Station One in Bowmanville, and be entered in a contest for a trip to Disney World. Reinert was saddened to hear news of a Mississauga house fire that claimed the life of a six-year-old girl just days after the Clarington Fire department announced its door-to-door campaign. "This year there have been 54 fire deaths -- 11 of them children," he says. "Last year there were 154 fire fatalities across the province. That's too many. "We want to make sure the residents of Clarington are safe. That's why we're out there." Similar door-to-door education programs have been done by fire departments departments in Whitby and Toronto. NOTICE OF ADDENDUM TO ENVIRONMENTAL STUDY REPORT HIGHWAY 401 IMPROVEMENTS WEST OF HIGHWAY 35/115 TO HIGHWAY 28 - GVVP614-89-68 Background This addendum is being issued to the above mentioned Environmental Study Report to document changes to the Highway 401 - Ncwtonvillc Road Interchange ramps proposed by Armbro Construction Limited. MTO has conditionally awarded Armbro a Design Build Contract for Highway 401 Improvements from the CPR to the Durham Northumberland Boundary, (WP 270-96-00). The proposal would provide new Highway 401 Westbound to Northbound/Southbound (W-N/S) and new Highway 401 Eastbound-Northbound/Southbound (E-N/S) ramps, and closure of the existing loop ramps for these movements. As a result of these changes, the Highway 401 Bridge over Ncwtonvillc Road will require only rehabilitation, rather than widening as originally proposed. Summary of Design Revisions and Environmental Impacts The original approved design for the median barrier and highway widening would have required widening the Ncwtonvillc Road Bridge. In order to accommodate the constmction staging of the structure the existing W-N/S and E- N/S ramps would have to be closed (one at a time) for various periods of time to maintain Highway 401 traffic. The proposed design revisions will provide new W-N/S and E- N/S ramps, which will separate from Highway 401 in advance of the bridge. Since the lanes for the ramps currently cross the bridge, the existing bridge deck area could be utilized for one additional Highway 401 lane in each direction, without the need for any widening. Construction of new ramps was selected as a better alternative because the new ramps could be built and made operational at the start of the project. Ramp traffic could then be maintained throughout construction without closure. The bridge would not require widening, and the work could be completed more cost effectively. With regard to environmental and other impacts: (i) There are no property acquisitions required. (ii) The new W-N/S Ramp would cross a vacant grassed field. Construction of the new E-N/S Ramp would require removal of a small corner of a large mixed woodlot which extends several kilometers to the north. None of this vegetation is considered significant. (iii) The new E-N/S ramp will require an extension of approximately 17 m. to the north end of an existing 1.22 x 1.22 m concrete culvert crossing Highway 401 approximately 270 m. east of Newtonville Road. (iv) The drainage outlet at the culvert crossing to be extended does not support any fisheries and there are no restrictions on in stream construction. No concerns were expressed by the review agencies or the public at this drainage crossing. (v) There would be no appreciable additional construction noise or highway noise. (vi) There would be no additional mitigativc measures, and no change to monitoring requirements.
