Saturday, July 4, 1998 Low Doses of Radiation Reported at Local Hydro Stations In its latest edition of its information bulletin, the Radiation Index, the Atomic Energy Control Board (AECB) indicates that the total public radiation radiation exposures from the Darlington and Pickering nuclear generating sta tions in the first quarter of 1998 remained extremely low. Although time and history history for Canada has been a drop in the bucket compared compared to other nations we have created a great deal. With a small population, population, approximately 30 million and the second largest land mass in the world, obviously Canadians can never conquer conquer their environment. Moreover, they could never conquer or dominate each other. Indeed in a land this harsh everyone needs each other just to survive. It's just for this reason Canada developed out of alliances and negotiated understandings understandings with people within our society. Unlike the United States, Canada's driving theme has not been domination domination or a cultural melting melting pot where everyone becomes the same. Instead Canada's strength has been built on intricate relationships. relationships. Medicare and equality are just two examples. Equalities given to Canada's francophone population are unique in the world. In France no such accommodation exists. Everything is subordinate subordinate to the State and "French" culture. Some point to Canada's past and say, somehow it's a weakness in our development development that Canada has never had a major internal conflict such as civil war. That's short-sightedness. short-sightedness. Canadians have used their need to co-exist to conquer huge environmental, environmental, geographical and cultural cultural hurdles. The relationships relationships built because of these factors left little time for internal violence and underlined the need for a nation. Now Spain is taking a page out of our history book studying how we have co-existed with Canada's French culture to help them deal with Basque separatists. You would think a country with a history as old as Spain's would have found a way to deal with the problem by now. It's no mystery that Canadians have become world famous at peackecp- ing and peace building. It's because we compromise. compromise. It's part of our national being. Nations, both big and small, have not learned the art. Britain is another example. As it tries to become monolithic, conflicts conflicts in Scotland, Ireland and Wales flare up. One problem we. arc developing is a perception that we need to apologize for our past. This is absurd given our domestic and international track record. Yes, we have not been perfect and yes, as a nation, and as we developed developed as one, we have not always made correct decisions. decisions. Up to now, the AECB has purchased space in local newspapers in order to give these bulletins bulletins a wide visibility, so that residents would become familiar with the product and the information information it contained. Due to budgetary restraints, this edition of the Radiation Index will be the last one published by the AECB in local newspapers. However, the Radiation Index will continue to be produced on a quarterly basis and, as has been the case since its inception, it will be sent to local media . We hope that your local media will continue to relay the information to their audiences. We also intend to begin publishing the Radiation Index on .the AECB Web site, at www.gc.ca/accb.
