Page 5 The Clarington/Courtiec Independent, Bowmanvillc, Saturday, August 15,1998 Avoid Buying a Written-Off Vehicle When considering purchasing purchasing a used vehicle, the last tiling you want is to end up with a vehicle that has been written off by an insurance company. A new program has been set up in Ontario to permanently identify vehicles that have been written off after a serious collision. The program program is designed to ensure the safety of all wrecked vehicles that are genuinely rebuilt. "The new branding legislation legislation provides greater consumer protection and access to more information than previously available," says Terry Fox, CAA's Manager of Traffic Law Advisory. Essentially, vehicles that arc branded "salvage" must now successfully pass a new structural inspection prior to being branded "rebuilt" and allowed to be licensed for legal use on Ontario's roads. These vehicles will continue to be required to successfully complete an inspection for an Ontario safely standards certificate. certificate. The vehicle is then listed listed on ministry records as either "unfit" (if the cost of repairs exceeds the fair market value of the vehicle) vehicle) or "irreparable" (if the vehicle is a write-off). In the latter case, the insurance insurance company buys the wrecked car from the owner and signs over the ownership, after which the vehicle can only be sold for parts. Vehicles branded "unfit" can still be repaired, provided they undergo a two-stage safety inspection program. This program costs between $200 and $300 and includes structural repairs to the vehicle. Furthermore, only a licensed facility is allowed to inspect "salvage" branded branded vehicles and issue structural inspection certificates. certificates. CAA Central Ontario offers the following guidance guidance to unsuspecting buyers: buyers: In Ontario, unlike in the U.S., there is no "wreck" -title given to salvaged vehicles. A car may have been written off by an insurance company, so it may be helpful to ask to sec insurance records of the previous owncr(s). CAA Central Ontario recommends recommends that, for about $20 you can get the Used Vehicle Information Package (UVIP) which shows the registrants of the vehicle, and can help determine how many changc-of-hands it's been through. However, this only shows how many people have registered the vehicle. There are added risks when doing a private sale: The vehicle could have been brought into the province from another province or the U.S.; it may even be stolen. The local police keep records of stolen vehicles North America-wide. For Ontario-registered vehicles, there should be a Vehicle Identification Number (VIN) plate located located in the lower-left corner of the windshield. There should also be a VIN plate in the door and trunk of the vehicle. CAA Central Ontario is a not-for-profit auto club offering insurance, travel and emergency road services. services.
