Roads Clarington councillors also think they'll spend a great deal of time in the up-coming session discussing discussing the state of roads in the municipality. "It's not just the quality of the roads. You know the old adage, *A stitch in time saves nine.' If we repair them properly now, we won't be totally reconstructing reconstructing them later," says Ward One Councillor Jane Rowe. Novak agrees. "With the dollars being at zero for so many years, certainly our roads are at a good standing, but the time has come where we really have to pay attention to -maintenance. Hugh Segal was guest speaker at the Durham Riding PC Association's annual general general meeting in June. Regardless of the hectic schedule (and an injured arm from a mishap on his bike) Brian Pallister is very much in favor of the new process which has him cross-country campaigning. "My father was a farmer and couldn't afford to go to a leadership convention," notes Pallister. Allowing all party members to vote is " a healthy process." He says it proves the Conservatives want to rebuild "a truly national party". Advance polls will open October 21, with the big election day on October 24. Only those who are paid up as 1998 members by September 25 will be eligible eligible to vote. The membership in Durham riding in 1997 was over 860. Riding officials hope to sign up 1,000 members members this time. If no candidate receives 50%-plus-onc on the first ballot, a second ballot will be held Nov. 14 to determine determine a winner. But Rowe is concerned one more ice pad may not be enough, given Clarington's rapid growth. "I think we have to do long-range planning as to future facilities because, the minute we open the new Rickard ice pad, it's completely booked," she says.
