Mayor Warns GTSB Means End of Regional Gov/t Aieaa Board Legislation Moves Ahead From page 1 believes the bill will be passed soon because it's a priority for the provincial government. "The region doesn't want any part of it if it's going to become another level of government," he cautioned. cautioned. At Wednesday's regional council session, session, many' councillors deplored the lack of time allotted to the clause-by-clause discussion of Bill 56 next week. "I find it a total affront," said Councillor Doug Dickerson, who observed that three hours set aside to discuss the bill would not even "scratch the surface." "It's not good for us, it's not good for the citizens of Ontario and it certainly is not good for the Durham Region," said Scugog Mayor Doug Moffatt, who branded branded the bill a "wrong-headed piece of legislation." legislation." Region Rejects Election of Chair By Public Vote From page 1 al chair," said Steve Parish, Mayor of Ajax. He rejected the complaint that Durham is too big to hold a region-wide election for the position. He noted that Toronto, with 2.5 million voters can hold an election election for the mayor of the city. Councillor Brian Nicholson observed that moving to an elected regional chair would signal that Durham is a city and its leader would have powers similar to that of a mayor. He also suggested only candidates from large centres in Durham would have a chance at winning such an election. Clarington Mayor Diane Hamre said the choice made by regional council on Wednesday "creates another set of problems." For one thing, she observed that it would mean a by-election in the municipality of the regional councillor who was elevated to the post of regional chair, Mayor Hamre favors an election which would not limit the choice of regional chair to the members of regional council. "When you leave the doors open, you have a better chance of getting the best leader that you can," she observed. "The system for me worked extremely well," said Clarington Councillor Mary Novak in defence of the current method for choosing the chair. "I simply chose the best person for my community," she said. She added that she supported Roger Anderson for regional chair because of his views in opposition to the Greater Toronto Services Board. Oshawa Mayor Nancy Diamond suggested that the option of choosing a regional chair from among elected elected regional councillors would help ensure that the regional chair is accountable to the voters. She also said an election at large would be beyond the means of most citizens. Those views were echoed, in part, by Whitby Mayor Marcel Brunelle. "I don't think direct election makes any sense at all. I think it's costly. You'll get party politics involved," he warned. RENIAISl EVERYDAY!
