This was the message Sylvia Pivko and Cheryl Tsagarakis of the Durham Family Court Clinic, delivered delivered to the Bowmanvillc Men's Canadian Club on Wednesday, November 25, at St. John's Anglican Church. Sylvia Pivko, executive director of the DFCC, a government government funded service, told her audience that case loads for the clinic have been steadily dropping since its inception as a pilot project ten years ago. She explained that the DFCC, which also relies on private donations, was set up to provide a mental health assessment of young offenders, offenders, as well as help for separating separating and divorcing families, support and information for high-risk parents who want to keep their children out of the criminal justice system, educational educational opportunities for disenfranchised disenfranchised children and youth, and training for professionals professionals working with aggressive young people. "Ninety percent of dysfunctional dysfunctional families do not need our help, but some do and in assessing home situations, situations, we must sometimes recommend that children be separated from one or both parents," said Pivko. The DFCC is composed of a twelve member board of directors and ten to seventeen staff members who work in co-operation with many professional professional consultants and volunteers volunteers and who provide two classrooms for youth who cannot function in the regular school system. "The majority of high-risk young offenders are troubled youth from troubled families. Their backgrounds are full of violence, substance abuse, improper parenting, poor housing, and weak family, school and community attachments," said Pivko, adding that these conditions in turn lead children into drug and alcohol abuse, poor school performance and association association with delinquent peers. Cheryl Tsagarakis, a staff member of the DFCC, put youth crime into perspective when she explained that of the 37,000 young people between the ages of ten and nineteen in Durham, 750 were under probation and of these only 65 were considered considered high-risk offenders. "The mission statement of the DFCC is to foster a healthy and safe community by enhancing and supporting the well-being of children, youth and families who have or may have involvement in the legal system," she said, adding that it is crucial in trying trying to turn the lives of troubled troubled teens around to imagine what it would be like to walk in their shoes. "We concentrate on the small, positive changes in their lives, recognizing that every child is unique and every family situation different. different. Some thrive in a one on one relationship, others in group therapy. It takes patience, tolerance, understanding understanding and perseverance and it is vital to win the trust of these kids, and to look upon setbacks as stupid mistakes, mistakes, rather than focus on the innate 'badness' in a young person. We live by three watchwords ■ hope, humour and humility." Two classrooms in Durham, under Care, Custody and Control, have been set up to provide education for young offenders. They are staffed by fully qualified teachers with specific training in dealing with aggressive youth. One classroom is located inside a regular high school and the other, for more serious offenders, is off-site. A program called "Link", allows prison inmates to visit these classrooms and deliver a strong message to the students students about taking control of their lives and making the right choices before it is too late. "These young people have never had any control over their own environment. They need to feel the empowerment empowerment that comes from making their own decisions about their behaviour, their school performance and their ability to change a bleak-looking future," Tsagarakis stated. A case-worker's job is a very mobile one. Trust and respect is built slowly and carefully, and the process takes place in homes, schools, coffee shops, pool halls and on the streets. Tsagarakis spoke with gratitude of many small successes successes and one particularly dramatic turn-around -- a severely disturbed, hostile twelve year old boy, who, after many months of slow trust-building, eventually began to change his attitude and behaviour. One day he wrote down his own code of ethics, which included abstinence abstinence from substance abuse and a determination to attend school regularly. He is now functioning in a regular high school environment.
