December 23, 1998 Page 3 Durham Regional Police Officers Cleared In Pursuit Investigation Durham Regional Police have been cleared of wrongdoing wrongdoing in a motor vehicle collision which claimed the life of an Osltawa man last month. The province's Special Investigations Unit was notified on November 15 at about 3:20 a.m. about a collision collision involving a vehicle that was being pursued by members of the Durham Regional Police on Highway 7 A near Manchester. The SIU is a civilian-led agency which investigates circumstances involving police and civilians resulting resulting in death, serious injury or sexual assault. A 47-year-old Osltawa man, Michael John Gibbons, died in hospital in Port Perry after the car lie was driving was hit by a truck. David Franklin Docrller, 35, is charged in relation to the accident. In her report to the Attorney General, Acting SIU director Leslie Chapin said, "The facts clearly dismiss dismiss any possibility that police knew the identity of the driver of the fleeing vehicle. It was discovered that the rear license plate of the pursued vehicle had been altered ... The investigation investigation also revealed that the officers acted in accordance with the Provincial Standards on Motor Vehicle Pursuits."
