Page 12 The Clarington/Courlicc Independent, Bowmanvillc, Saturday, January 23, 1999 Snowstorms turned driving into a nightmare nightmare lor many area motorists last week as erews scrambled to keep up with the falling snow. Above, a lone plow docs some extra clean-up work on the eastbound lanes of Highway 401 last Friday. Time to Cut Personal Income Tax I'll be discussing the upcoming upcoming budget this week in Ottawa with Paul Martin. I realize the dilemma the finance minister has to deal with. When we first took office it all seemed so much easier! Cut the deficit or let international international monetary forces run your say, when what. is really needed is a more holistic approach to getting more value for the money they arc spending. I know it and you do too, that debt Orono News economy. It reminds me of the days when I was in the mortgage lending field. You never lent people money when fixed payments payments exceeded 35 per cent of their disposable income. This may seem unusually restrictive. I have known people to allocate as much as 50 per cent of disposable income. But statistics clearly show, that over a long period of time, people lose their resolve to pay what they owe. The same is true of relatively relatively minor government budget surpluses. People of all philosophical philosophical and political stripes are lined up at the door thinking that receipt of government funding is the be-all-and-cnd- all to solve whatever their problems problems arc. The provinces arc the worst offenders. "Just a little bit more federal money on health care will solve that problem," they reduction is not exciting. Few people feel any more secure when the national debt declines. We continue to live in uncertain uncertain times. My own orientation is to get personal income tax lower. High taxes arc causing the economy untold damage through our uncompetitiveness with our trading partners. This makes Canada a second-rate destination if you arc looking at investing here. Finally people arc coming to the realization they have borrowed borrowed all they can to buy the goods they want now. In spite of low interest rates they need some other relief if they arc to support their current standard of living. Ideally this relief should come from lower taxes. Clearly, Paul Martin faces an uncertain economy. Few people realize how volatile government government revenues are. A downturn in the economy, no matter how brief, would substantially reduce the money going into government coffers. The money going out, on the other hand, is fixed. People still have to receive their old age pension and employment insurance. insurance. In short, if you don't know how your revenues will be affected in the future you can simply refuse to do much of anything. This includes tax cuts, increases to health care spending, or anything else that looks like it will put a dent into your plans. Weigh all this against a politician's penchant to be seen taking a leadership role and you have a recipe for conflict. After all doing nothing won't make the evening news but it may well be the best course for the Canadian economy economy in the short term. I'll continue advocating fiscal fiscal responsibility, even if it is not politically popular.
