Clarington Will Support Higher Conservation Levy by Michelle Wyton Staff Writer Hope Township is looking looking for support for a motion opposing the five per cent levy increase from the Ganaraska Region Conservation Authority. But, the township township won't get the backing of Clarington Council. That's the word from Councillor John Mutton who is one of council's representative on the GRCA. He says a letter came to the municipality municipality last week asking asking the eight member municipalities municipalities to not support the levy increase. "It's kind of an insult to us that they .would want to pull their funding funding when the rest of us have managed," managed," he said. "They have not had a representative representative at the table and have not been involved in the process, so I feel that it is absurd for them to do this." Hope Township has not had a representative representative at the meetings meetings and has not been involved in the budget process since their representative, representative, who was not a council member, stepped down. For that reason, Mutton feels the township should not be so quick to oppose the increase. "In my mind, it's inexplicable for them to do this when they have not been involved in the budget process," he said. The way the system is set up, each representative's representative's vote carries a different weight that is determined by the Ministry of Municipal Affairs. Clarington's two representatives, John Mutton and Charlie Trim, each carry 18 per cent of the vote for a total of 36 per cent. Hope Township, with one representative at the table, carries carries just 6 per cent of the vote. For the motion to pass it must be supported supported by 51 per cent of the vote. "With Clarington holding holding 36 per cent of the vote, we just need one or two other members to support the increase and they (Hope Township) will have no option available," said Mutton. Linda Lalibcrtc, general managcr/secrctary treasurer of the GRCA says that even with the five per cent increase, the authority is forecasting a deficit budget. "The budget is not finalized finalized until around May when we get our funding down from the province," she said. "With the five per cent increase we are deficit budgeting for $11,000. If we don't get the increase we will be looking at a deficit of over $26,000." The deficit, she predicted, predicted, will not affect programming programming for this year. "What we will have to do is look at how wc promote ourselves and how we do business," she said.
