The Clarington/Courlice Independent, Bovvmanvillc, Saturday, February 13, 1999 Region to Implement Province's Tax Plan by Jennifer Stone Staff Writer In spite of delegations from the business community and arguments from a number of councillors, the Region of Durham decided Wednesday to implement a provincial government tax-capping plan. Originally, Regional Council had voted to put off any decision until the end of February, pending more information information from the province and input from Regional staff. But Wednesday, the group voted to go ahead and pul the system system in place. "The situation is such that whether you wait two weeks or two months, the legislation is absolutely clear on the options that arc available to this municipality," said Finance and Administration Committee Chair Brian Nicholson. The tax capping plan, which will affect industrial, commercial and multi-resi- dcntial properties, limits tax reform related property tax increases to 10 percent for 1998, a further live percent this year, and five percent in 2000. The result may be additional additional 1998 lax bills for 2,728 property owners who were originally given tax decreases on the 1998 bill. Residential property owners will not be affected by the legislation. The province enacted the legislation in December, after an outcry from small business owners over tax increases stemming from the province's new Current Value Assessment system of determining determining taxes. Delegations from the private private business sector, the Oshawa-Clarington Chamber of Commerce, and General Motors, as well as arguments from some councillors, did little to sway council in its decision to put the plan in place. "As a political body, we have to understand that we have until February 28th to pass anything," said Oshawa Councillor Clare Aker. "I don't think it's prudent that council should aid and abet this process before the deadline." deadline." But many members felt the legislation left them with few options. "To send staff back on what is basically a fiscal wild goose chase is a waste of their time," said Nicholson. "The real problem here is Bill 79. The province of Ontario passed a law that we are bound to follow. We can't advise staff to do otherwise."
