Mr. Peter I-Iobb, CA, from the accounting firm I-Iobb Bakkcr Bergin Hill will provide the technical analysis. The public is welcome and I hope people people have lots of questions for me and Mr. Hobb. Every year, various groups line up with their wish list on how the federal federal government should allocate resources. What they are really doing is asking their friends and neighbours for money since in reality we are all the government. Few people look at the process this way. Many people still believe there is some magic as to how money flows from Ottawa or Queen's Park, or even your local municipality, without someone first putting putting the.funds in place. I suppose there is a bit of magic since we have not put all the money in place to justify what we have spent. If we had, we wouldn't now have huge accumulated debts. This year's budget theme is health care. Many of us confuse what we perceive to be inadequate inadequate health care with reductions in government spending. Few realize Canada is the second-highest spender per capita in the world on health care. The bottom line is we arc not getting our money's- worth on health care. Therefore, spending more money on an obviously obviously inefficient system is like trying to fill a bucket of water with a hole in it. Politicians may all slap each other on the back saying what great contributions contributions they have all made on health care spending (that's your dollars). dollars). But, when you want to get an MRI, will anything anything be truly different? This is why we must put an accountability framework on the spending spending of money on health care, as well as, everything everything else while we are at it. For instance, it's amazing you can get all the statistics on your favourite hockey player or pop star but not a single slat on the success rate of your surgeon. Which would be more important to you? In last week's column I wrote about pur; burgeon- ■ ing baby-boom population population and the great strains they are going to place on the health-care system. We'd better stop tinkering and get down to work before the system bursts apart. Spending taxpayers' taxpayers' money can't be the only answer. Parliamentary Report by Alex Shepherd Most people in Durham Riding think we should continue to reduce deficits. This speaks to their responsibility and their recognition that we should not be saddling future generations with our debts. Obviously there are bonuses in undertaking this, since our interest charges on carrying the debt are significantly reduced. Our debt to GDP ratio is 50 per cent. When we took office it was 75 per cent. Many politicians crow about this factor. But, it's true. The economy has grown, contributing to an increase in tax revenues. , The , actual expenditure- reduction side has been significant but has played only a small part in the debt to GDP relationship. As the budget unfolds, many people and interest groups will be disappointed disappointed their worthwhile cause was not satisfied. But, that's the reality of budgets. budgets.
