BY SUSAN O'NEILL Suit! Writer The Greater Toronto Services Services Board (GTSB) is an "unnecessary duplication of existing GTA organizations and governance structures," Durham councillors have agreed. The Region is reconfirming reconfirming its opposition to the board's existence in its response response to a call for municipal input on an ongoing review of the board's structure and mandate. "It's important to reiterate to the Province that the GTSB isn't working," said Oshawa Councillor Brian Nicholson, who likened the creation of the board in 1998 to a "shotgun marriage" between between municipalities across the GTA. "The only way it can function function would be for the Province to change it and turn it into a level of government," he said, noting the Region is adamantly opposed to the creation of another tier of government. But, Pickering Mayor Wayne Arthurs, who asked his colleagues to delete a portion portion of the motion on the review review that expressed the Region's Region's opposition to the existence existence of the board, said it's "time for us to move beyond the denial of the GTSB as a body (and work within the framework)." He noted it would be "virtually "virtually impossible for the Province to step back and dismantle dismantle it." Clarington Mayor Diane Hamre agreed the board is necessary to co-ordinate services services in the GTA because the Province has stepped away from its responsibilities regarding regarding transportation. She MAYOR DIANE HAMRE 'There has to he co-ordination across the GTA.' noted the board has been successful successful in reaching a consensus consensus on a transportation plan, on a strategy to protect the Oak Ridges Moraine and on a rural policy. "We cannot function on behalf of our citizens in isolation," isolation," she said. "There has to be co-ordination across the GTA." But, Durham chairman Roger Anderson said the Region Region should continue to oppose oppose the board's existence. "This is a sleeping dog that has turned into a mean, vicious animal," lie said, noting noting the GTA Mayors and Chairs committee had more success in co-ordinating services services than the GTSB, which he says is Toronto-centred. "If it's not good for Toronto, Toronto, they don't care. That's the way it is," he said. "I don't need the GTSB. The GTSB hasn't helped us, but they've taken a pile of money out of this municipality." That's why the GTSB should be abandoned and a new GTA forum should be created in its place, said Scu- gog Mayor Doug Moffatt, who called on his colleagues to support a model put forward forward by his municipality that would involve federal and provincial politicians as well as representatives from GTA- area regions. The proposal would see only 20 of the board's 44 members come from the municipal sector. ■ "We can't just turn tail and run," lie said. "We need an al ternative." But, the model proposed by Scugog drew criticism from the floor and Mayor Moffatt eventually withdrew a motion seeking the Region's Region's support. "I'm concerned about allowing allowing federal and provincial members of parliament control control over direct municipal decision decision making," Court. Nicholson said of Scugog's proposal. : Councillors also agreed if the board continues to exist it should continue to operate as a co-ordinating body and should work to secure funding funding from the upper levels of government to implement its transportation plan.
