During a visit to Clarington council chambers, Mr. Anderson warned this could be a tough term to be in office and he blamed the Harris government for making a challenging time more difficult. "As we look ahead to 2001 and the new term of Regional council, there are challenging and complex issues ahead of us," he said. Those issues may force Regional and local councils to look hard at lax rates and service levels as they deal with garbage, water, social housing, transit, health and governance pressures coupled with downloading by the Province, he said. "There are tough and perhaps unpopular unpopular decisions facing our councils on things like bag limits and mandatory mandatory composting that may be required to speed up our progress toward the 50 per cent waste diversion target," he said. "The immediate problem of finding finding a new landfill site or waste disposal disposal technology is just part of the larger waste management solution we need to implement."
