STUDY: The Ontario Ministry of Transportation (MTO) lias retained URS Cole Sherman to undertake a Planning and Preliminary Design Study to examine the future plan for Highway 35 from the junction of Highway 115 northerly to Highway 7 in the City of Kawartha I.akes and Regional Municipality of Durham. The purpose of this study is to develop a plan for the Province's strategic goals for the movement of people and goods through the City of Kawartha Hikes and Regional Municipality of Durham. This study will determine the ultimate vision lor die Highway 35 corridor, and the need for interim capacity, safety and operational improvements. The need for a median between northbound and southbound traffic and interchanges to improve safety on Highway 35 are also being considered in this study. THE PROCESS: The project is being planned to meet the requirements of a Group 13 project under the Class Environmental Assessment for Provincial Transportation Facilities (2000). The opportunity for public input will be provided throughout the course of the.project. The first two phases of this study provided notification of the study start-up and presented a draft Study Design Report. The draft Study Design Report proposed a study purpose and process, outlined a consultation plan, and identified problems and opportunities in the Highway 35 corridor. Comments were received on the draft Study Design Report which have been incorporated into a final Study Design Report Traffic and safety studies recently completed for Highway 35 identify several'requirements for highway improvements. Economic studies have also been completed which consider Highway 35 corridor businesses, traffic growth outlook and the economic benefits of four lanes on Highway 35. Based on these studies, the Problem and Opportunity statement has been updated. An ultimate vision of the Highway 35 corridor has been developed and several alternative interim improvements have been developed to work towards the ultimate plan. After receiving public comments on the interim alternatives, the Project Team will evaluate the'altematives and select a preferred interim improvement strategy. - The interim strategy will he further studied and future public comment will be included in the development of the recommended interim plan. The recommended interim plan and the ultimate vision will be developed in more detail and measures will he incorporated to reduce impacts. At the completion of the study, a Transportation Environmental Study Report (TESR) documenting the anticipated environmental effects of the project and the corresponding ways of reducing impacts will be prepared and submitted to the Ministry of the Environment and the public for review. Consultation is an integral component of this project. All stakeholders, including local municipalities, government agencies, and tire public will have an opportunity to be involved and assist in the generation and evaluation of alternatives. PUBLIC. INFORMATION CENTRES: Four rounds of Public Information Centres (PICs) are scheduled for this study. The first round of Public Information Centres was held in June 2000 to address problems and opportunities along this section of Highway 35 as well as the initial range of median alternatives. A Design Workshop was also held on July 17th, 2000 to bring together a diverse set of stakeholders to identify and discuss issues and concerns regarding various four-lane alternatives. Each round of public consultation is expected to include two separate PICs (at different locations). Municipal Councils will be kept apprised of the study. The second round of Public Information Centres has now been arranged. Tire purpose of this round of information centres is to present the final Study Design Report, results of the first round of consultation, interim improvement alternatives for Highway 35, the proposed ultimate vision for Highway 35 and to obtain public input on the weighting of factors to be used in the evaluation'of median alternatives. COMMENTS: Comments and information regarding this study are being collected to assist the Ministry of Transportation in meeting the requirements of the Environmental Assessment Act. This material will be maintained on file for use during the study and may be included in study documentation.
