The WPCP will be south of Highway 401, bordered by Courtiee Road on the west, Darlington Power Generating Station to the east, the CN Rail line on the north, and Lake Ontario on the south. The ESR recommended that a new separate site access be constructed in the centre of the site with access from Osbourne Road. Since completion of the ESR, the new Railway Safety Act has been proposed and the level crossing originally identified will not be permitted. A grade separation will now be required for crossing the railway line, and an overpass is proposed. As well, the ESR originally identified ultraviolet (UV) disinfection as the preferred effluent disinfection process. The selection of this technology was primarily based on an economic evaluation carried out as part of the EA study that showed UV disinfection to have a lower net present value cost compared to chlorination/dechlorination, which was identified as another viable option. A more detailed analysis now indicates that chiorination/dechlorination is more appropriate for use at the Courtiee facility, and this is now the preferred technology. Any significant changes to a project that occur after completion of the ESR require that an addendum to the ESR be prepared. The addendum must document the reasons for the changes, the potential environmental impacts, and mitigation measures to minimize the environmental impacts. The public and review agencies involved in the ESR process must also be consulted during the addendum process to provide input. The Addendum has now been completed, and this notice places it on public record for review. Subject to comments received as a result of this notice and receipt of necessary approvals, the Regional Municipality of Durham intends to implement the changes outlined in the Addendum. The Addendum is available for review at the Durham Region Works Department, 105.Consumers Drive, Whitby, telephone: 1-800-372-1103. Interested parties should provide written comments to Marek Krynski, Project Manager, Regional Municipality of Durham, within 30 calendar days of the date of this notice. If concerns arise regarding this project that cannot be resolved in discussions with the Region, a person/party may request the Minister of the Environment to make an order for the project to comply with Part II of the Environmental Assessment Act (referred to as a "Part II Order"), which addresses individual environmental assessments. The Minister must receive requests for Part II Orders, at the address below, by October 11, 2002. A copy of the Part II Order request must also be sent to Marek Krynski of the Durham Region Works Department. If there are no Part II Order requests received, the project will proceed as presented in the Addendum.
