Son of the laic Robert and Ruby Stephens, he was born in Markham, Ontario and attended school in Bowmanville. He served in the R.C.A.F. from 1943 - 1946. Bill worked as a licensed mechanic until 1952 when he joined the C.N.R. and retired in 1982 after 30 years of service as Manager of Express and Transportation.
