www.durhamregion.com THE CANADIAN STATESMAN, FEBRUARY 19, 2003 PAGE 9 Child-care advocates wanted more from budget BY JEREMY LEPAGE Staff Writer WIIITBY - Baby steps. This is the pace of progress for child-care funding in Canada, say child-care advocacy advocacy group representatives. When Canada's Finance Minister John Manley announced announced Tuesday $935 million million will be given over five years to help provinces, territories territories and First Nations provide provide greater access to quality child care and early learning opportunities, the fact that no criteria was attached to the figure left many in the childcare childcare profession frustrated. Ruth Patterson, represent ing the Ontario Coalition for Belter Child Care, was no exception. She and several colleagues gathered around a television set to watch the budget presentation. "The $935 million across 10 provinces isn't a lot of money," she says. "It's a step ahead, but there's still no criteria criteria saying where it's going... it's a baby step. We'd like 10 more baby steps." Ms. Patterson says she would like to sec a uniform child care system across the country. That way, she says, the money would not be directed directed or prioritized by the Province. In Durham, she says, the funds from the budget will hardly be noticed. "Our waiting lists arc insane," she explains. explains. "These arc our children, our future." future." Tania Easton works at Bayfair Day Care in Pickering. She says the shortfall of the budget will result in parents paying more for child-care services. "It's unfortunate," she says. "They're not taking anything away, but when are they going to give us something? The children arc important." He was also encouraged by plans to invest $3 billion in municipal infrastructure infrastructure over the next 10 years. "I understand $2 billion of that will go to the Toronto area, which I feel will assist us here with the gridlock," he said. "But you have to keep paying down the debt." Mr. Manley maintained his government government has done just that, having reduced reduced the debt by $47 billion since 1997. The national economy is expected expected to grow by 3.2 per cent in 2003, higher than most of its international neighbours, he said Tuesday. "Canada stands alone among its G7 partners in keeping its numbers in the black," the minister added. 4 e oshawa 2003 House League Soccer Summer Program Registration Boys and Girls Born 1998 to 1993 Registration Fee $100 Fci). 13 Northview Community Center 7:00 to 9:00 pm 150 Beatrice E., Oshawa Feb. 19 McLaughlin High School 7:00-9:00 pm Stevenson Rd. "My mother was still bound. They shoved pyjamas pyjamas in both my parents' mouths. These thugs (arc) absolutely brutal, almost professional. They show no mercy and they terrorize. It's sickening," she said. "Thank God they came out alive. I think God was watching over them." Although neither was injured, both victims suffer from varying medical ailments ailments and spent the night in hospital as a precaution. "Mentally, they were terrorized. My mother takes nerve pills. Her face was swollen. Both are just in shock," said Mrs. Seto- Hersco, who runs the day- to-day operations of the family restaurant, which opened in 1911. She said her parents were "obviously targeted" by the bandits, who knew the well-respected couple's routine. "We haven't had to shut down. It hasn't affected us at all," said Leigh MacArther of Einsteins, at 36 King St. E. The problem originated with the lire hydrant, hydrant, says a regional official. official. "It appears that the hydrant hydrant has blown apart at the boot, (the) bend at the bottom bottom of the hydrant where it connects into the water main," says Gerry Harness, Durham Region's maintenance maintenance operations manager. The accident, which caused a portion of the sidewalk between Temperance Temperance and Division streets to heave, was reported at about 2:45 p.m. Water was turned off just over an hour later, says Mr. Harness. "The hydrant is connected connected to a 16-inch water main, so that's a fairly large water main, so a lot of water would flow out of that," he says. The water flowed down the road, into catch basins and storm sewers and eventually eventually back into the stream system, explains Mr. Harness. Harness. Fixing the hydrant will lake about half-a-day, but the repairs will not be completed completed until officials bave ensured none of the buildings buildings involved have sustained sustained structural damage, says Mr. Harness. "There are two other hydrants hydrants in that block ... so there's adequate fire protection protection to that block" until repairs can be completed, he notes. The cause of the break is not yet known. "We won't know exactly until we dig down," says Mr. Harness. "It could be frost action. "At this time of year, it's normally the action of the frost moving up and down because of temperature changes." n / zo H I V ' y i| U i Yanch & Couture y y Trustees In Bankruptcy « Proposal Administrators Advice on Proposals, Bankruptcy & Alternatives "Lets find solutions together!"
