The OHA, which represents 40 participating hospitals, and the Ontario Public Service Service Employees Union (OPSEU) have agreed to arbitration, with the hearing tentatively set for March 6. The agreement came days after OPSEU workers at the 40 hospitals, including including the Rouge Valley Ajax and Pickering hospital and the Oshawa site of Lakeridge Health, staged a day of protest to bring attention to stalled contract negotiations. But developer has zoning to build BY JENNIFER STONE Staff Writer NEWCASTLE - A decision to allow a Newcastle developer to build townhomes on lots originally slated for apartment buildings is "the best of two evils," says one Clarington councillor. councillor. But the decision doesn't mean there won't be any apartment buildings in the development, just fewer, says Port of Newcastle resident Richard Law. "Under the new rezoning, they're reducing the number of apartment units to accommodate more townhous- es," says Mr. Law. "The number isn't significant ... Overall, we're still not happy." The original concern stems from the fact residents say they weren't told, on purchase of their homes, about the possibility of apartment buildings in the development. "We were the first people to buy down here" in September 1996, says Mr. Law. "We asked the question (of what would be built) from then till we moved in (in 2000). Had I known, we never would have purchased down here." However, Kaitlin Group president Bill Daniell says apartments should have come as no surprise to residents. "It was actually on all of our plans," says Mr. Daniell. "It was always there. Sometimes people don't look at these things so closely." The townhomes planned will be "bungalow townhomes geared for empty-nesters," says Mr. Daniell, noting noting maintenance service will be provided, provided, like in a condominium setting. The buildings will provide a "better transition" between the single-family homes and apartment-type buildings slated for the neighbourhood, he says. The decision to change from apartments apartments to townhomes was "basically in response to what the market was looking looking for," he says. The apartment buildings will also Sale Extended to March 2nd! ? Charlie Trim: Councillor says construction of townhomes 'is best of two evils.' be condominium style. The units will be for sale, not rent, says Mr. Daniell. Because Kaitlin was already given permission, through zoning, several years ago to build some apartment buildings in the neighbourhood, council's council's hands were somewhat tied, says Clarington Mayor John Mutton. "I would rather see single family units there, but we can't do it. The deal was cut back in. 1996," he says. To vote against the rezoning granted Monday would have led to an unwinnable Ontario Ontario Municipal Board hearing at considerable considerable expense to taxpayers, the mayor says. The reduction in potential population population is as good news as homeowners in the area could expect, says Regional Councillor Charlie Trim. "It's not in the interest of individual homebuyers, but it is the best of two evils. It's a reduction in density which is very important," he notes.
