www.durhamregion.com THE CANADIAN STATESMAN, APRIL 30, 2003 PAGE 5 Mosport noise bylaw lifted Residents' group cites concerns but Mosport says track operation won't change BY JENNIFER STONE Staff Writer CLARINGTON Noise bylaws governing Mosport International Raceway have been repealed, repealed, in spite of a request by neighbours to have the decision delayed so they could voice their concerns. Clarington council voted Monday night to repeal bylaws bylaws put in place when Mosport Mosport hosted the huge, weekend-long Edcnfcst concert in 1996, saying the bylaws shouldn't apply to the track's racing activities. .Council has also asked for a meeting between Mosport and its neighbours, to be mediated by Clarington staff. "The repeal of the bylaw in order for Mosport to operate absolutely had to happen because complying was impossible," says Clarington Clarington Mayor John Mutton. But in a letter to council, Clay Taylor, president of the North Clarington ■ Ratepayers Association, says council should have gone to residents before making the decision. Mr. Taylor says he only learned of the potential repeal when he called Clarington staff to complain about track noise he says woke him up last Friday morning. An e-mail sent by Clarington staff to advise him of the possible change was not received, he says. "Unless you live within the vicinity of Mosport, it is difficult to appreciate what the residential property owners endure," said Mr. Taylor, who was unable to attend council in person due to business commitments, in his letter. "On many weekends, it is impossible to sit outside because the noise is so loud it makes it difficult to have a normal conversation. Indoors, the noise seems to permeate through the walls of your home actually requiring you to turn up the volume on your television because of the outside noise interference. interference. This is not an exaggeration." exaggeration." However, Mosport's president and general manager manager says the track does try to be understanding about neighbours' concerns. "Over the past five years, there have been lots of things done," says Myles Brandt, noting race cars have been equipped with mufflers and the oval track's activities arc completed by 10 or 11 p.m., earlier than in the past. The repeal of the bylaw doesn't mean things will get louder, he says. "This doesn't change what we've been doing," says Mr. Brandt. "We don't plan to make any changes to the way we do things now." It is the process of moving heat from one area to another through the use of refrigerants. Originally they were called "Freon" which is a trade name and lias stuck in everybody's mind even to this day. Original Freon or R-22 is still available if desired, and units coming in with it are considerably cheaper than new replacements coming out. It depletes ozone to a very small degree as it contains chlorine atoms. R-22 is an excellent refrigerant other than its small ozone depletion rating. It will still be available for some time, and after its eventual phase out, drop in refrigerants will still be available. These new refrigerants (available now) will continue to allow older units to be repaired, and continue to run. The new refrigerants namely R-410A also known as Pureon is slowly replacing the older R-22 refrigerants. It requires more knowledge to handle as it operates at a much higher pressure, and injury to people can easily happen if carelessly handled. Because these new refrigerants have excellent heat transfer rates, the new Lennox units offer a smaller cabinet, with very quiet cabinets resulting in some of the most efficient and quiet A/C units available on the market. The new Lennox USX-19 offers remarkable performance at 19 Seer along with db rating of 67 db. Such performance is desired for larger homes with higher cooling costs or where the unit is close to the back door where noise is a problem The new refrigerants being chlorine free in their makeup do not harm the ozone layer even if the unit accidentally leaks some because of malfunction. Because A/C also deliumidifies your home, a long hot spell will seem much easier to take with a new unit. Also, we are getting a lot of people looting to upgrade from older inefficient A/C units to high efficiency units on the market today, as a lot of die original work is done switching to a new unit is not as expensive and the quietness and operating savings can be quite dramatic. With the exception of the Lennox 10ACC model, all models come with a 10/5/5 warranty, giving you 10 year component, 5 year parts & service warranty, mating them one of the best values on the market today.
