NOMINATION PROCEDURES: Nominations for the above offices may be made by completing and filing in the office of the Municipal Clerk, the prescribed form accompanied by the prescribed nomination filing fee of $200 for the Mayor and $100 for all other offices. The filing fee is payable by cash, certified cheque or money order. A nomination must be signed by the candidate and shall be filed in person or by an agent during regular business hours between January 2, 2003 and September 25, .2003 (8:00 a.m. to 5:00 p.m.) and between 9:00 a.m. and 5:00 p.m. on September 26, 2003 (Nomination Day). In the event there is an insufficient number of certified candidates to fill all positions available, nominations will be reopened for the vacant positions only on Wednesday, October 1,2003, between the hours of 9:00 a.m. and 5:00 p.m. and such additional nominations, if required, may be filed in the office of the Municipal Clerk. If a greater number of candidates are certified than are required to fill the said offices, voting will take place using Vote By Mail. VOTING PROCEDURES: Between October 15 and 20, 2003, Canada Post will forward a VOTE BY MAIL KIT to each person who has qualified to be on the Voters' List. Persons who have not received their kit in the mail by October 27, 2003 may obtain one at the Municipal Administrative Centre, 40 Temperance Street, Bowmanville, Ontario. Electors may return their ballot to the Municipality of Clarington by the following means: 1) BY MAIL: Prepaid return envelopes will be provided in a Vote By Mail kit. The last day to mail your ballot in order to ensure its receipt by the Municipal Clerk is Monday, November 3, 2003. 2) BY BALLOT RETURN STATIONS: Voters who choose not to mail their ballots may deposit them personally at the ballot return stations that will be available at the locations indicated below: Clarington Public Library - Bowmanville Branch, 163 Church Street, Bowmanville Newcastle Village Branch, 50 Mill Street, Newcastle Clarke Branch, 127 Church Street, Orono Courtice Branch, 2950 Courtice Road, Courtice Municipal Administrative Centre, 40 Temperance Street, Bowmanville NOTE: The ballot return station at the Municipal Administrative Centre will also be available Saturday, November 1,2003 from 10:00 a.m. to 2:00 p.m. REVISION OF THE VOTERS' LIST: Commencing on September 2, 2003 the Voters' List for the 2003 Municipal Election will be available for inspection at the Clerk's Department, Municipal Administrative Centre. The REVISION PERIOD runs from Tuesday, September 2, 2003 until the close of voting at 8:00 p.m. on Monday, November 10, 2003. Electors are encouraged to examine the list as soon as possible after September 2, 2003. If your name does not appear on the list and you qualify as an elector or if any wrong information appears, applications for additions, deletions or corrections to the list may be obtained from the Municipal Administrative Centre during regular office hours, Monday to Friday 8:00 a.m. to 5:00 p.m. and until 8:00 p.m. on Monday, November 10, 2003. QUALIFICATION OF ELECTORS: The elector qualification period runs from September 2, 2003 to the close of voting at 8:00 p.m. on November 10, 2003. A person is entitled to be an elector in the Municipality of Clarington if he or she, at any time during the qualification period: • resides in the Municipality of Clarington; • is the owner or tenant of land in the Municipality of Clarington or is the spouse or same-sex partner of such owner or tenant; • is a Canadian citizen; • is eighteen (18) years of age on Voting Day; and, • is not prohibited by virtue of section 17(3) of the Act. NOTE: Qualified electors may vote ONLY ONCE in a local election within a given municipality. Electors who own or rent more than one property in the Municipality of Clarington may appear more than once on the Voters' List and may, therefore, receive more than one VOTE BY MAIL KIT. The onus is on these electors to vote ONLY ONCE. The ballot must be cast in the Ward within which the elector maintains his/her permanent residence. Information related to these requirements or any other issues related to the Municipal Élection in the Municipality of Clarington may be obtained from the Municipal Clerk's Office by calling 905-623-3379.
