DETAILS The Provincial Government released the Oak Ridges Moraine Conservation Plan (ORMCP) to establish a new policy framework for land use on the Oak Ridges ■ Moraine. The policies of the ORMCP are ecologically driven and have been designed to balance the many pressures being placed on the Moraine while protecting its key environmental and hydrological features. The Municipality of Clarington is required to incorporate the policies of the ORMCP into its planning documents by October 22, 2003. The Municipality will undertake amendments as follows: • Proposed Amendment 33 Amend the Clarington Official Plan to ensure conformity conformity with the ORMCP (File No.: COPA 2003/007); • Proposed Amendment 34 A related amendment for land south of the Oak Ridges Moraine, as defined by the Province, to provide for greater consistency including a revised boundary of the Oak Ridges Moraine (File No.: COPA 2003/008); and • Proposed New Zoning By-law Adopt a new Zoning By-law for the portion of the Municipality within the Oak Ridges Moraine and repeal the relevant portions of the existing Zoning By-law 84- 63 as it pertains to the lands north of the Oak Ridges Moraine limit to ensure conformity with the ORMCP (File No.: ZBA 2003/034). The boundaries of the Oak Ridges Moraine are identified on the map below: (not to scale). PUBLIC MEETING The Municipality of Clarington will hold a public meeting to provide interested parties the opportunity to make comments, identify issues and provide additional information information relative lo the proposed changes lo the Official Plan and Zoning By-law. APPEAL Proposed Official Plan Amendment 33 and the new Zoning By-law are to be approved by the Minister of Municipal Affairs and Housing. They are not subject to appeal to the Ontario Municipal Board. Proposed Official Plan Amendment 34, if adopted by the Municipality of Clarington, is then forwarded to the Region of Durham for approval and shall be subject to any appeal during the statutory appeal period. If a person or public body that files a notice of appeal of a decision for the proposed Official Plan Amendment to the Ontario Municipal Board does not make oral submissions submissions at a public meeting or does not make written submissions submissions before the proposed Official Plan Amendment is adopted, the Ontario Municipal Board may dismiss all or part of the appeal.
