Residents will see an average increase of about $ 58 per household. In other Durham municipalities, they will see an increase of around $11 for every 1% increase - in Clarington our rate is only $ 7. Remember that of the total property taxes paid, only about 26% is available for local purposes.The balance is remitted remitted to the Region of Durham and the Province of Ontario (for education purposes). Neither level has confirmed confirmed what they will require as tax for 2004. Of the $ 58 increase, $ 35 is to pay for the increased cost of fire prevention prevention and suppression and other actions such as contract arbitration arbitration awards; the need to hire additional firefighters and, finally, the need to replenish Emergency & Fire's reserve fund (used for future capital purchases). For example, the 8.3% equals $ 58 in Clarington; in other GTA municipalities, the same increase could represent $ 91. The dollar dollar value impact in Clarington is one of the lowest in the GTA. Being able to keep a 0% tax increase is ideal for any community but it is not always wise. This practice was possible prior to the time of provincial downloading on the backs of the property owners. Although we continue to fight the impacts of downloading, significant cuts in programs and services would be necessary to accomplish this now. This increase approved by Council is necessary to keep the Municipality moving in the right direction without reducing the existing level of service the community enjoys.
