It is important to note that underlying the annual budget process is the ongoing, long term financial stability of the municipality and its ability to meet the needs of residents in years to come. The Municipality of Clarington assesses its financial stability in a variety of ways. One of those is our annual participation in a study including 67 Ontario municipalities representing approximately 81 /o of the Ontario population (BMA Study). The study showed that Clarington's net levy per capita is the 10th lowest of the study participants. This is an indicator of the net cost of providing services services within municipalities. Clarington's position is a very positive indicator of cost effectiveness. Another important indicator is the reserves as a percentage of total expenditures. In this component, Clarington ranked 5th high- est. That is a significant achievemènt for a municipality of our size and helps to provide stability in tax rates, make provision for replacements replacements of assets, ensure cash flows, and protect the municipality municipality s financial position. A similarly important indicator is the reserves as a percentage of total taxation. In this category, Clarington ranked the 3rd highest. highest. This enhances the municipality's flexibility both in addressing unplanned operating requirements as well as allowing flexibility in financing capital projects. The Province of Ontario, through the Ministry of Municipal Affairs Affairs and Housing also performs a financial indicator review of municipalities. Municipal financial performance is monitored in relation to established Provincial Thresholds. The results of this review supports the results of the BMA Study in concluding that :he Municipality of Clarington is very financially stable with the owest ranking for their risk indicators. Our municipal position per lousehold is approximately three and a half ,times better than the everage for comparable municipalities. Maintaining this financial stability for the future is an important part of and complimentary to the annual budgét process.
