Born is Glasgow, Scotland in 1944 and brought up in Selkirk, Scottish Borders, Roy obtained a MA in Economics from Glasgow University, and a Bachelor of Law. from Edinburgh University before qualifying as a Chartered Accountant with Peat, Marwick Mitchell & Co. in Glasgow. Roy immigrated to Canada in 1971 to work as an auditor for Revenue Canada, progressing to become Chief of Audit for the' federal government in 1983. In 1987 he became Assistant Deputy Minister in the Ontario Ministry of Revenue, responsible for administering all tax acts and a number of grant programs for the Province of Ontario.
