MAYOR JOHN MUTTON MAYOR'S CORNER 401 INTERCHANGE Every day thousands of Clarington residents travel to and from the major employment centers across the GTA using the primary route into and out of Clarington, the 401. Over the past 20 years the Municipality has ' been experiencing sustained growth with a population that has doubled to its current value of over 83,000 people. The vast majority of future growth will continue to occur in the Municipality's three major urban centers being Bowmanville, Courtice and Nèwcastle. All are located along the Highway 401 corridor, a corridor which has major economic and tourism implications for Clarington and for the entire Province. So with growth a fact and given that the 401 is a vital link to a prosperous future, I am very concerned about the congestion and confusion at two of Bowmanville's Highway 401 interchanges and what this may mean in the future. At the Waverley Street (eastbound) cutoff, queuing at the ramp during rush hour traffic is not an unusual sight. At the Liberty Street on ramp, going westbound from Baseline Road, we can again see back up as motorists traveling eastbound, along Baseline, sit to allow those entering the 401, the right-of-way. Throw in the confusion caused by cars turning from Duke Street onto Baseline Road and we can understand the frustration that Clarington commuters often experience. Early in 2005 Clarington took a proactive stance on this issue by commissioning a study to identify, cost and prioritize immediate 401 interchange operational issues through Clarington. In July of that year Clarington staff along with staff from the Region of Durham, met with; representatives from MTO to urge them to consider timely improvements to. existing Highway 401 interchanges in Bowmanville. As a result of that meeting MTO has agreed to initiate the process of retaining a consultant to undertake a study of the Highway 401 corridor through Clarington. In the meantime staff with the Engineering Services Department will work closely with MTO to look at ways to make immediate interim improvements that will help our residents now. , .
