The warden addressed tne members, welcoming, them and explaining what their duties would be. He informed the council that since their last meeting he had received two communications upon which he had acted. One was from the Bell Telephone Co. asking him to sign a three years’ contract for a telephone in the court house, the price to be $25) per year. He had refused to sign this contract and as a consequence the telephone had been removed from the building. The se- 1 cond communication was from Sir Casimir Gzowski, acting lieutenant- governor for Ontario, asking him to Open up a subscription for the India famine relief fund. The warden said that he had acted upon this sugges- tion and had Mr. Kelly, banker of Durham, open a subscription list, He referred to the re-adjustment of the municipal assessments which the council would be called upon to con- sider, and recommended that the township of Proton be dealt leniently with, as it was a low-lying township and as a consequence had sufiered severely from the heavy rains of this spring and summer, over seven hun- dred acres being under water, and qaite unfitted for farm purposes. A deputation consistingof Mayor Thompson. of Owen bound, and Mr. John MacKenzie, of Presque Isle, addressed the council on behalf of the Sugar Beet Manufacturing Co. A committee was appointed to confer with the hospital authorities and to report at the next sitting. In the afternoon a deputation. rep~ resenting the General and Marine Hospital, consisting of Rev. Mr. Ar- dill. Mr. Jas. McLauchlan and Dr. Cameron, waited on the council showing the claims that the hospital had on the county. The council was reminded of the good work done by this institution and that its work“ afl'ected not only the town but the; country as well. In other cities; wealthy individual donators helped such institutions by granting large: sums. But no such sums were being: brought forward in Owen Sound, and’ hence the greater need of councils; doing all in their power to keep this3 much-needed hospital in astate of: efficiency. Ministers had been noti-i fied of the hospital’s work from time to time, medical men had given liber-i“ ally, not only of their time, but of'1 their means as well; and now the;] h05pital authorities asked that their council pay 05 an indebtedness of: al-out four thousand dollars, which c still hung over the institution.
