They were {ranked from Ottawa by Con servative members of the House of Commons. Those on which Mr. Ralls V will be accused were {ranked by (r. Through Mr. Gillard, Mr. Charles A. Munson. the Mayor of Cobourg, Conservative candidate in West Nor. thumberland, heard of the matter and suggested to the Crown Attorney, Mr. W. F Kerr, that action be taken He was referred to Mr. Henry Mer. rick, the post office inspector of the district. Action being delayed. the provincial authorities were consulted and Detective Miller came down and looked into the case. The outcome is the prosecution of Postmaster Ralls, whose case it is hoped will be a salutary lesson, not only to the rural postmasters of the province, but a rebuke to the authorities at Ottawa. When Ralls was first accused of non~delivery of mail matter. he stated that he had been refused by those to whom it was addressed. This. not- withstanding the fact that not one of the many envelopes bore the inscrip- tion provided for under the post-omen regulations, "Refused.” It was therefore deemed expedient to have enquiry made of those to whom let- ters discovered had been addressed before taking action against Ralla. A number of these were seen and all of them denied emphatically that any mail matter addressed to them had at any time been refused. Holland of Cobourg. which reads as follows:â€" The information and complaint of William Hunter Smith. of the Town. of Cobourg, in the County of Nor- thumberland, constable, taken upon oath before me the undersigned police magistrate for the Town of Cobourg in the said United Counties of Nor thumberland and Durham, this seventh day of October in the year of our Lord one thousand nine hundred and eight who saith that he is in- formed and believes that Richard L Rails. of the Township of Haldiinand, in the County of Northumherland. postmaster at Fenella post office, in the said Township of Haldimand. on or about the twenty seventh day of August in the vear of our Lord one thousimd nine hundred and eight, at the said Township of Haldimand unlawfully did steal Certain printed papers. Other than post letters, sent bv mail to certain persme residents of the West Riding of the County of Northumberland directed to the Fe- nella post office. contrary to the form of statute in such case male and provided. being section 366 of the Criminal Code. Section 366. under which the charge was laid, was framed by Sir John Thompson and read as follows: “Every one is guilty of an indictable ofience and liable to five years’ im- prisonment who s'eals any printed vote or proceedling. uewwaoer. printed paper or book. packet or package of patterns or samples of merchandise or goods or of seeds, cuttings, bulbs. roots. scions or Bruits, or any post card or other manliahle matter, other than apost letter sent by mail.” Mr. F.
