This is the view put forward by Anna Louise Strong, an American writer. who has returned from Hus-1 sia after having spent several years there. Miss Strong is plainly sympathetic with the Russian mar- riage laws. and to those who believe that marriages are secular and not celestial contracts there does not. seen: to he much aniiss about them. Even the old-fashioned people, who believe divorce is an evil institu- tion might grudgingly praise the Russian system since It has greatly reduced the divorce rate. It. has also increased the birth rate, and Russia is said to be the only coun- try in Eurone where the natural in- crease in population is going 011 faster than before the war. The birth rate is the. same, but the baby death rate has been cut in half.
