Now that you hav improved the ap- gearance of your treats by putting own granolithic sidewalks it is too bad they should be sailed with to- bacco spit through the heedlessness of those who should know better. I have noticed in front of the hotels especially, many young men and old ones too sitting on the benches and squirting tobacco juice and phlegm all over the sidewalk so that ladies halt to pass by for fear of getting their skirts in the vile expectorations In many of the cities and towns in Ontario there are metal signs with the inscription. ‘° Don’t Spit on the sidewaTk,†but it is hoped that it will not be necessary to put up such signs in Durham. The members were all pre t ex- cept the senior member for divwion o. I. who was prevented being present until Tuesday meeting. The clerk announced the election on An- thony Shnte as having been elected in the room and stead of the late 'I‘humas Willis- croft. and that Mr. Shiite had made the declaration of qualiï¬cation: and eflice. and was entitled to take his seat as a represent- ative for division No. 8. The minutes of last day of January ses sion were read and conï¬rmed. The warden addressed the council at con- siderable length. referring to variousim- portant matters likely to come up at this session. He said he was pleased to see them again gathered around the council board. itr apparent good health and vigor. Since they last met death had claimed one from their numberâ€"Thomas Williscroft. His removal has caused widespread sorrow, but the war- den was pleased that the vacancy had been tilled by one in every way capable as a councillor. Among the important matters which would occupy the attention of the council would be the equalization of the county for assessment purposes. There ap~ peared to be considerable dissatisfaction throughout the county on account of the idea being abroad that some municipalities were rated too high while others were much too low. He thought the proper thing to do would be to bring in valuators from outside, : who would make an independent valuation upon the individual municipalities. This would cost money but he considered that it was the onl proper way to arrive at a righteous an accurate valuation, and would be the means of removing a bone of conten- tion. Another important question in his restimation was the erection of a house of refuge. It seemed to him that this was trom {time to time becoming more and more nec- ! essary that roper provision should be made for the age and inï¬rm. Some instances which he had knowledge of personally. un- pressed him with the absolute necessity for such an institution, and he trusted the mat- ter would come up at the present session. The last session was held under deeply in- t‘ul circumstances. arisin out of the eath of our beloved Queen, ictoria the Good. The war in South Africa, we had fondly he would have been brought to a close ere t is, but _he regretted that the end still seemed a _ -fl_,_ good was otf. Canada had sent some of her sons there, and some of the best blood of our Dominion had been spilt there. but our sons had died nobl in a good cause and reflected honor on our air Dominion. There were many matters of importance to come 11 at this session, but he would not detain t em any longer. He hoped for a harmonious 1 session and that business would be prompt- ly transacted. He thought that while their conveyances should be secured anda trip taken out around the country surrounding Markdale, that the. members might be able to form a correct idea of that section of the country._ This he conceived to be one i great advantage of holding the sessions in different arts of the county, from time to time. I had not forgotten the promise made by Mr. Marsh. the reeve of Markdale, when inviting the council to come to Mark- dale, when he romised them a treat in the way of s kl trout. and hoped that prom- iee woul not be forgotten. I have the honor to be, At the conclusion of the warden’s address. Mr. Marsh. thereeve of the village, rose. and on behalf of the citizens tendered the county council a hearty welcome to Mark- dale. He had not prepared a. written ad- dress to be presented but the welcome was none the less hearty. The warden briefly acknowledged. the welcome, and later apponnted a committee to prepare a suitable reply. A large number of documents, accounts, etc., were presented and read by the clerk. and these were by the warden, referredjo the various standing committees for consid- eration and report.
