It recommended the payment of a number of printing accounts includ- ing January minutes, promotion examination papers, adv. returns of convictions, xnagistrates’ forms, adv. court sittings. etc. By-law No. 637, a by-law to convey certain lands in the town of Owen Sound to the Board of Education. was passed. signed and sealed. It con- veys what is known as the grammar school site on the east hill, near the Ordance Reserve. which had been granted by the then government of Canada for the purpose of a grammar school site. but this land lies so far cut of the residential part of the town that it is very unsuited for a grammar school site, and the town of Owen Sound about 20 years or more ago bought the land on which the present Collegiate Institute stands. This land was deeded by the government, in trust, for a grammar school site, and By-law 637 deeds it to the Board of Education of Owen Sound. with powers to sell it and ap- ply the proceeds to the purposes of education in Owen Sound. Mr. Peterson presented Report No. 1 of Printing Committee. On motion council w ent into committee of the whole on Report No. 2 of Finance committee; Mr. Harness in the choir. Council adjourned to meet in Owen :Souud on Monday, November 2nd. at 0 _‘2p.m. The House of Refuge Committee’s report No. 1 recommended that no appointments of ofics for said House of Refuge be appointed at this ses- sion. It also recommended the ep- pointment of a committee, consisting of the county clerk and Messrs. Gor- don end Allen to draft by-lews for the governing of the appointment and duties of oficers of the House of Refuge end for the good government of the House, and have the same in readiness to submit to the council at the November session. The tenders for the pumping plant to supply wet. or to the House of Refuge were pre» sented to the committee, but were not considered satisfactory, and the sinking of a 6-inch pipe-lined well was recommended in the hope that an ample supply of water could be obtained within say 100 feet of the building. Report No. 2 of House of Refuge Committee recommended the payment of a few small eccouuts. and of the payment of 887.00 to Robert Malcom for overseeing the building of the mason work, etc. It also re~ commended the reduction of the size of the barn, as it was considered that a smaller structure would answer the requirements. Chas. Gordon had his account for inspecting the House of Refuge amounting to the sum of $73.50, passed and ordered to be paid. He was also appointed to visit two or three Houses of Refuge now in operation to ascertain their methods of book-keeping and the kind of equipment, furnishing, etc., which may be required to best serve the necessities of the House of Refuge. The clerk read the report of N. W. Campbell, School Inspector for‘South Grey, and it was referred to the Education Committee. Mr. Pringle presented report No. 3 of Finance Committee. Mr. Shute presented report No. ‘2 of Road and Bridge Committee. Mr. Gordon presented report No. L’ of County Property Committee, and also report No. ‘2 of House of Refuge ,Council went into committee 0n report 2 of Road and Bridge Committee. but rose and pass- edit without mnendment. Reports of County Preperty Committee and House of Refuge Committee were‘ adopted as presented to council. Rey port :2 of Education Committee was adoptedâ€"4t ordered that the reportsl of the Inspectors of West, East andl South Grey should be printed in the! minutes. These reports spoke very; favorably of the standing of the‘ schools throughout the countyâ€"-â€"of improvements which are noticeable in better kept school grounds. and in the efiorts of the trustees generally in improving interior of the buildings. The matter of School Sections or Public Libraries was also taken up, and the reports were on the whole encouraging. George Noble, who acted as messenger during the session of council, was voted 36 for his ser- vices. The Chairman ot Education, John McArthur, Esq., was appointed a delegate to the next meeting of the Trustee Association. which meets annually in Toronto. The sum of 812 was voted to the clerk to cover his expenses on account of the ses- :sion being held in Markdale; the lcounty treasurer was paid $2") for ' extra expense in connection with the meeting being held at Markdale. through sud covering everything in the room. The request of the Low Association for more shelving was deferred till the November session.
