Regulations of the Venerable Brotherhood of the Chains of S. Peter

Preliminary Notice

From the year 1863, it came to the idea of a pious person, to seek a way to manifest more and more, the sincere dedication and the true attachment to the infallible and indestructible Chair of the Prince of Apostles, S. Peter. It was believed that this could be achieved easily by means of an external sign, which each person would carry with them, as a public testimony to these feelings. We therefore conceived the happy idea of making facsimiles of the sacred Chains, which, during the persecution of the pagan emperors, the Prince of the Apostles took to Jerusalem and to Rome, when he was first detained in prison, to then be, with such cruelty, dragged to the Janiculum, in order to seal with his blood this same faith, whose torch he had, during his life, carried everywhere, destined to dispel the spiritual darkness of infidel peoples.

We therefore conceived the happy idea of making facsimiles of the sacred Chains, which, during the persecution of the pagan emperors, the Prince of the Apostles took to Jerusalem and to Rome, when he was first detained in prison, to then be, with such cruelty, dragged to the Janiculum, in order to seal with his blood this same faith, whose torch he had, during his life, carried everywhere, destined to dispel the spiritual darkness of infidel peoples.

A commission was soon formed of a few people distinguished by their virtue and the rank they occupied. This commission undertook the task of having the facsimile of which we have spoken so loudly made, and of distributing it among the faithful. The goal was to oppose a Christian emblem to those that the enemies of God and his Christ had invented and spread everywhere. As it was expected that some profit could be made from the sale of these facsimiles, it was decided that it would be used by the commission, for the construction, in the Eudoxian basilica of S. Pierre aux Liens, of a confession, in order to be able to preserve there, with more honor, the emblematic relic of the holy Chains, and to constantly expose it to the veneration of the faithful.

The use of these facsimiles did not take long to spread; His Holiness deigned to encourage the efforts of the commission, granting it his apostolic blessing, by rescripts of December 1, 1863 and March 14, 1865.

Now the fine practice of thus making an external profession of the Catholic faith has spread not only in Rome and throughout Italy, but also in Austria, Belgium and France. This is why His Eminence Most Reverend Cardinal-Vicar Patrizi deemed it useful and appropriate to publish, on February 26, 1866, a decree, canonically creating a Brotherhood the pious Association of faithful, who make or will make use of the facsimiles distributed by the Commission.

In this decree, the Brotherhood is placed on the same rank as all other canonically established Brotherhoods.

And to give it fixed rules, the present regulations were drawn up, approved by decree of H. E. Reverend Cardinal Vicar, dated May 25, 1866.
