The Rossland Branch of the Whitby Public Library was officially opened at 701 Garden Street in 1989. It was expected to be a temporary branch until a library could be built as part of a new civic recreation centre for the Town of Whitby at Rossland Road and Brock Street North. This plan did not come to fruition but the Rossland Branch fulfilled a lack in library services in the area and in 1991 the library expanded into the adjoining unit of the plaza. By 2005 the community branch served 14,000 patrons.
In 2005, the Library Board announced it would close the Rossland Branch on May 14, two days before the new Central Library was set to open, due to insufficient funds. In response, the Rossland community appeared before Town Council on April 25 and pled with the Mayor and Councillors to keep the branch open. After considerable support for the Rossland Branch was heard, Mayor Marcelle Brunelle announced on May 6 that the Town of Whitby and the Library Board had come to an agreement to keep the Rossland Branch open. Despite floods and a fire, the Rossland Branch continues to be an active library location.
