A number of difficulties prevented the Armoury from originally being built. For example, the Department at Ottawa stated that in order for a public building like the Armoury to be erected, the Town was to provide the site for free. However, a number of military leaders began pulling in the various batteries and regiments and with their determination an armoury in Cobourg was approved. Overall, it took twenty years for Cobourg to get an Armoury.
